This is a special program developed by Deluxe Payroll to help you complete an RL-1 Summary online. Simply answer a few basic questions about your company and our system will fill in the rest. You will then be able to download an RL-1 Summary with your data entered onto it. Simply print it, sign it, and send it to Revenu Quebec via mail or My Account for Businesses. If you have employees in Quebec and source deductions were remitted to Revenu Quebec, you MUST create an RL-1 Summary at the end of every year. If you do not have any employees in Quebec, you do not need to create one.

It depends. Revenu Quebec requires that you produce one RL-1 Summary for your whole business. If all of your Quebec employees are paid in one account, you can use the tool. If you have your Quebec employees split out into multiple PAYweb accounts, you will need to download the fillable pdf (https://www.revenuquebec.ca/en/online-services/forms-and-publications/current-details/rlz-1-s-v/)and complete one manually. The RL-1 Summary contains many categories that a payroll service, such as us, cannot know the answers to. For example, one of the items on the RL-1 Summary requires that you enter the value of all salaries paid by your company across the entire globe. That is an amount that we would not know. As well, an RL-1 Summary must be printed, signed by the business owner(s), and sent to Revenu Quebec via mail or My Account for Businesses. If an amount is owed, a cheque must also be sent. These are all steps that we cannot complete on your behalf.

Completed RL-1 Summaries can be submitted to Revenu Quebec via My Account for Businesses or by mail. Also, effective June 20, 2022, Revenu Quebec began accepting electronic signatures for the RL-1 Summary.
